Personal na ininspek ng nagpoprotestang kandidato sa pagka-mayor ex-Gen. Virtus Gil – wala pang 30 minuto ang nakakalipas – ngayong Huwebes, June 20, ang paglilipat ng mga balota na muling bibilangin sa korte.

Kasama ni Gil ang kanyang abugado sa nasabing pagkuha ng unang 20 mga ballot box na nakatago sa isang sulok ng gymnasium.

Ang mga ballot box na ito ay mula sa presinto ng Barangay Poblacion Itaas, Poblacion Ibaba, Bagumbayan, San Pedro, San Roque, at isang presinto sa Barangay Mahabang Parang.

Inaasahan na bukas, June 21, sisimulan na sa sala ni Judge Dennis Patrick Perez ang recount sa Branch 67 ng Binangonan Regional Trial Court.

Sa susunod na linggo, mula alas-8:00 ng umaga hanggang 5:00 ng hapon ang recount mula Lunes hanggang Huwebes. Half day naman ang bilangan kapag Biyernes.

Bukod kay Gil, witness din sa pagtatransfer ng mga ballot box kanina sina Angono Comelec officer Arthur Mercado, Ms. Eva Dolores Rivera na in-charge ng Municipal Treasurer's Office na tagapag-ingat ng mga balota at kasapi din ng Municipal Board of Canvassers, at mga watcher sa magkabilang panig.

Inilista ng mga kawani ng Treasurer's Office na pinamumunuan ni Ms. Eva Dolores Rivera ang metal at plastic seal number ng unang 20 balota na bibilangin sa recount na gagawin ng korte bukas, June 21. Ang Municipal Treasurer ang nangangalaga at nangangasiwa ng mga election materials batay na rin sa election rules.
Ang listahan ng 20 unang ballot box na irerecount.

MANILA - Police arrested Tuesday three Chinese nationals involved in illegal drug trade in operations in Manila and Cavite, resulting in the seizure of almost 40 kilograms of alleged methamphetamine hydrochloride (shabu) worth almost P300 million.

Undercover police agents launched a buy-bust operation and arrested two Chinese nationals, identified as Cai Chun Yuan alias "Mr. Chua" and Yang Mou Yu alias "Yeng."

By virtue of a search warrant, police inspected the condominium unit of the suspects in Manila's Binondo district.

Two kilograms of shabu were found inside the car of the two suspects. A search inside their condominium unit yielded 14.7 kilograms of shabu.

During the transaction in Manila, a third suspect, identified as Xu Jian Ye, managed to escape after sensing that the supposed buyers were actually undercover policemen.

Xu was eventually captured in their suspected warehouse in Barangay De Ocampo, Trece Martires, Cavite.

At least 20 kilograms of shabu was found inside the trunk of Xu's car.

Police said they will apply for a search warrant to enter the warehouse compound where more illegal drugs are believed to be stashed. - Umagang Kay Ganda, 19 June 2013 

News: Fisherfolk group backs opening of Napindan Dam to kill janitor fish in Laguna Lake

Fisherfolk group Pamalakaya on Thursday, June 20, proposed the opening of Napindan Dam to eliminate the presence of predator fish, such as knife fish, in Laguna Lake.

Pamalakaya vice chairperson Salvador France also belittled the plan of the Bureau of Fisheries and Aquatic Resources and the Laguna Lake Development Authority and other government agencies to contain the spread of knife fish now pestering other inland species in the 90,000- hectare Laguna de Bay.

"The solution to get rid of these invasive species in Laguna Lake is to open  the Napindan Dam to allow the salt waters of Manila Bay to penetrate Laguna Lake. The free flow and entry of Manila Bay saltwater to Laguna Lake will remove the basis of existence for thriving predator species in the lake like knife fish, janitor fish and snake turtle fish," France said.

He added that the government has plans to offer to big contractors the Laguna de Bay for water conversion project.

"The officials in Malacañang, LLDA and BFAR are concealing this very basic truth that Laguna Lake needs the water of Manila Bay to survive," France said.

Ynares Center, Antipolo City, Rizal – Ibinigay kamakailan ni outgoing Rizal Gov. Jun Ynares sa 989 students sa buong lalawigan na nag-summer job ang kanilang mga sertipiko at suweldo base na rin Special Program for the Employment of Students (SPES).

Sa tulong ng Department of Labor and Employment (DOLE) namasukan ang mga mag-aaral sa mga local government units (LGUs) ng probinsya kung saan tinuruan sila sa loob ng 22 hanggang 30 araw ng mga panimulang kaalaman hinggil sa serbisyo publiko at pamamahala.

Ang bawat SPES na nagtrabaho ng 30 araw ay tumanggap ng Php7,363.62 na suweldo, samantalang ang iba na nagtrabaho ng 22 araw ay tumanggap bawat isa ng P5,366.98.

Si Rizal Public Employment Service Office (PESO) Federation President Cecilia Diaz ay nagsabing ang opisina [Rizal-PESO] nila ay natutuwa na ang SPES program ay patuloy na humihikayat sa mga mag-aaral na pumasok sa programa.

Sinabi niya na ang mahusay na programang ito ay nagbibigay sa mga mag-aaral ng kaalaman sa pamamahala at paglilingkod sa publiko, gayundin ay binibigyan ng pinansyal na tulong ang mga mag-aaral na kailangan nila sa pag-aaral.

“Tunay kaming nalulugod sa DOLE sa pagsisimula ng magandang programang ito. Sa mga LGUs at sa lahat ng istudyante, nakasisiguro kayong ang pamahalaang lalawigan ng Rizal ay patuloy na susuporta sa iba pa ninyong gawain,” pahayag ni Gob. Ynares.  (Rizal PIO)

Ynares Center, Antipolo City, Rizal – Pinarangalan ni Rizal Gob. at Antipolo City Mayor-elect Jun Ynares ang mga atleta ng Rizal dahil sa ibinigay nilang karangalan sa lalawigan at dahil sa kanilang pambihirang abilidad sa palakasan sa nakaraang 2013 Southern Tagalog Collegiate Athletic Association (STCAA) at sa 2013 Palarong Pambansa na ginanap sa iba’t ibang sports venue sa bansa.

Kumuha ng may kabuuang 27 ginto, 7 pilak at 3 tanso ang nasabing mga atleta mula sa mga individual at team sports discipline, na nagbigay din sa probinsya ng karangalan para tanghaling back to back Overall Champion sa STCAA.

Ang top ten medalists na nagmula sa mga public at private elementary at secondary schools sa probinsya ay personal na binati at binigyan ng cash incentives ni Gob. Ynares.

Sila ay sina Josefina Baloboy (athletics), Mark Andrew Orcena (arnis), Mary Allin Aldeguer (arnis), Jubaille Reyes (rhythmic gymnastics), Mica Cabadu (athletics), Kim Cahilig (women’s artistic gymnastics), Flodeliza Alferez (rhythmic gymnastics), Twinkle Siena Napoles (rhythmic gymnastics), Jessa Mae Jaromay (athletics) at Jose Mari Sebastian Arcilla (swimming) ang may pinakamaraming nakuhang medalya sa mga palaro.

Ang mga atleta ay kinilala sa ginanap na pagdiriwang ng ika-112 Araw ng Lalawigan ng Rizal. Ang buong delegasyon ng probinsya ay kinilala din ng Sangguniang Panlalawigan  sa ginawa nitong resolution na kumikilala sa pambihirang sports prowess, decorum at ang pagpapakita ng tunay na Rizaleño spirit.

Samantala, 12 differently-abled athletes mula sa lalawigan ang nakakuha din ng 20 medalya sa iba’t ibang palakasan sa katatapos lamang na 2nd Philippine Association Para National Games for Differently-Abled na ginanap sa Laguna sports complex kung saan may 500 atleta ang nagpakita ng kanilang mga kakayahan.

Bilang pagkilala sa karangalang ibinigay ng mga para athletes sa probinsya, binigyang parangal din ang mga atleta.

“Tunay kaming nagpapasalamat sa karangalang ibinigay ng mga atleta sa ating probinsya. Makasisiguro kayong ang ating pamahalaang lalawigan ay patuloy na susuporta sa ating mga atleta sa mga darating pang paligsahan sa palakasan,” pahayag ni Gob. Ynares. (Rizal PIO)

Pormal ng nagsimula sa Binangonan Regional Trial Court Branch 67 kaninang umaga ng Biyernes, June 21, ang recount ng mga balota kaugnay sa protesta ni mayoral candidate ex-Gen. Virtus Gil.

Manual o isa-isa at mano-manong binibilang ang mga balota mula sa unang dalawang presinto – ang Cluster 1 and 2 – na kumakatawan sa mga boto mula sa Barangay Poblacion Itaas at Barangay Poblacion Ibaba.

May 1, 062 ang authenticated ballots mula sa nasabing dalawang presinto ang binibilang. Pero kaninang bandang 4:30 ng hapon ay nag-adjourn na ang korte para sa hearing nito ngayong araw na 460 balota pa lamang ang narerecount. Itutuloy ang bilangan sa Lunes, June 24.

Batay sa record sa mga balotang nabilang, nakakuha ng 230 votes si incumbent Mayor Gerry Calderon at 220 votes naman si Gil.

Sa mga konsehal, narito ang tally ng mga narecount na balota:

Ini-authenticate ang mga balota na bibilangin sa pamamagitan ng ultraviolet rays. Kapag nagkulay asul at nakita ang mga safety code and markings sa balota, ito ay authentic.
Bukod kay General Gil at sa abogado niya, dumating din sa korte ang dalawa sa tatlong nagprotesta na sina dating konsehal Lucio San Pedro at Genato “Boy Nano” Reyes.

Si dating konsehal Aristito ‘Og’ Gil ang pangatlong kandidatong konsehal na nagpoprotesta.

Sa panig naman ng mga ipinoprotesta, si Mayor Gerry Calderon ay inirepresenta nina Atty. Peter Castillo at Rey Tan, na chairman ng koalisyon ni Mayor Gerry.

Hindi binilang ang boto ni vice-mayoral candidate Dra. Lydia Villamayor dahil hindi siya kasali sa mga nagprotesta.

Ang election protest ay dinidinig sa sala ni Judge Dennis Perez.

Balik sa isa-isa at mano-manong pagbilang at pagtara sa mga boto ang mga revisor/watcher ng magkabilang partido.
Bandang 8:50 ng umaga nagsimula ang hearing nang buksan ang dalawang ballot box mula sa nasabing dalawang presinto.

Sinuri ng dalawang komite na may tig-walong (8) revisor/watcher mula sa magkabilang panig ang kondisyon ng mga ballot box, ang minutes of testing and sealing and voting and counting, at mga data mula sa election returns o ER.

Pagkatapos nito ay isa-isang ini-authenticate ang mga balota sa pamamagitan ng ultraviolet rays. Kapag nagkulay asul ang balota, ibig sabihin nito’y original at authentic ang nasabing balota na bibilangin.

Sa Cluster 1 (Barangay Poblacion Itaas) ay may 550 balota na authenticated at 512 naman sa Cluster 2 o Barangay Poblacion Ibaba.

Bandang 1:30PM sinimulan ang mano-manong bilangan matapos ma-authenticate ang mga balota.

Pinag-aaralan ni Judge Perez ang mga dokumento tungkol sa election protest.

KAPITOLYO NG RIZAL, Lungsod ng Antipolo – Bilang bahagi nang patuloy na pagsisikap na labanan ang banta dulot ng kalamidad, nagpirmahan ng memorandum of agreement (MOA) kamakailan ang pamahalaang panlalawigan ng Rizal at Eastern Rizal Miners Association (ERMA) tungkol sa disaster risk reduction and management (DRRM) partnership at emergency response.

Ang ERMA ay asosasyon ng mga minahan at katulad na mga kumpanya nito na naka-base sa lalawigan ng Rizal, nais ng mga miyembro nito na tulungan ang pamahalaang panlalawigan.

Gagawin ito sa pamamagitan ng buo, kumprehensibo, sama-sama at aktibong pamamaraan upang mabawasan ang pinsala sa lipunan, ekonomiya at kapaligiran ng mga kalamidad at pagbabago ng klima.

Batay sa kasunduang nilagdaan nina Rizal Gob. Jun Ynares at presidente ng ERMA Angelita Lee, ipagbibigay alam ng pamahalaang panlalawigan sa mga ERMA responders ang lugar kung saan sila kikilos kapag may kalamidad.

Pangungunahan din ng pamahalaang panlalawigan ang pagko-coordinate sa mga sasali at tutulong na grupo upang makakuha ng kaalaman at pangangailangan, at paglalaan ng lugar para sa DRRM capability building programs.

Samantala, ang ERMA naman ay magbibigay ng DRRM awareness sa kanyang mga miyembro, tutulong sa mga stranded commuters at pasahero sa kahabaan ng Marcos Highway (Cainta-Antipolo area) at Ortigas Avenue Extension (Pasig-Cainta area) kapag may kalamidad katulad ng bagyo at baha, at magbibigay ng mga gamit sa rescue operations.

Ang nasabing kasunduan ay pinagtibay din ng Sangguniang Panlalawigan ng Rizal sa Resolusyon Blg. 115, s. 2013.

Ang pamahalaang panlalawigan ng Rizal, sa pamumuno ni Gob. Jun Ynares ay binigyang prayoridad ang paghahanda sa kalamidad upang maabot ang zero-casualty.

Para sa gawaing ito, kinilala na ang provincial DRRM office ng Rizal ng national DRRM council at ng Calabarzon regional DRRM council dahil sa natatanging programa nito sa disaster risk reduction and management. (Rizal Public Information Office)

MANILA, Philippines (UPDATED) – Manila Mayor Alfredo Lim dispatched disaster officials past midnight Sunday, June 23, after an oil spill occurred in Sta Ana, Manila and roused residents due to a foul smell.

To assist affected residents, Lim said the city government has also alerted hospitals for quick response. He advised residents to take necessary precautions, including evacuation, if needed.

Dahil oil spill 'yan, ang akin lang masasabi ay mag-ingat lang sa pag-iitsa ng mga lighted cigarette. Baka mamaya magkaroon ng sunog sa Ilog Pasig. 'Yan ang ingatan natin,” Lim said in an interview on dzMM past 1 am. (Because that's an oil spill, what I can say is, be careful about throwing lighted cigarettes. These might ignite fire in the Pasig River. That's what we should be cautious about.)

Lim's chief of staff, Ric de Guzman, later said authorities have “definitely” identified the source of the oil spill.

Para kay Ebok, ang katawan ay isang canvass kung kaya ang kanyang likhang sining ay 'mobile' na naieeksibit at naitatanghal. Hindi lang pampersonal kundi pang-public art, kumbaga, ang layon at naaabot ng mga gawa ni Ebok na isa sa pinakamahusay na artist sa Angono na kilala bilang 'Art Capital of the Philippines'.

TIGOK ang isang lalaki matapos masuntok sa batok sa isang kaguluhan malapit sa municipal gymnasium sa Bgy. Poblacion, Padre Garcia, Batangas.

Sa inisyal na report ni PO2 Ruel M. Zara ng Padre Garcia kay Batangas police provincial  director PS Supt. Rosauro V. Acio, ang biktima ay nakilalang si Arvin Recinto, 41, may asawa, walang trabaho at residente ng naturang barangay.

Ang suspek  na kaagad inaresto at kasalukuyang nakadetine ay nakilalang si Ricky Cuerpo,  20, binata, walang trabaho at residente ng Sitio Tabing Ilog, Poblacion, Padre Garcia.

Ayon sa report, naganap ang trahedya bandang 10:20 p.m. sa municipal gymnasium sa nasabing barangay nang magkaroon ng kaguluhan.

Dumating ang mga otoridad at sinawata ang mga sangkot sa  nagaganap na commotion. Subalit bigla na lamang umanong  sinuntok ng suspect ang biktima sa batok.

Si Recinto ay bumagsak sa lupa na walang malay. Siya ay isinugod sa Rosales General Hospital subalit idineklarang patay na ni Dra. Maria Anjenol. (Jojo Magsombol)

The Diocese of Antipolo celebrates its 30th anniversary with a thanksgiving mass led by Archbishop of Manila Luis Antonio Cardinal G. Tagle on Tuesday, June 25, 10 a.m., at the National Shrine of the Our Lady of Peace and Good Voyage in Antipolo City.

Joining Tagle in the mass are Bishop of Antipolo Most Rev. Gabriel V. Reyes, Auxilliary Bishop Most Rev. Francis de Leon, the bishops of the ecclesiastical province of Manila, priests, religious men and women, and the lay faithful of the diocese.

Theme of the event is “The Diocese of Antipolo: Celebrating 30 Years of Journeying in Faith with Mary.”

Gil Wagas, a 6.3-ft model from Lapu Lapu City, bested 23 other candidates for the title Mister Philippines 2013 during the finals on June 21 at the Fil-Oil Flying V Arena in San Juan City.

Contestants from the Visayas dominated the Top 6 with Dumaguete’s Wilfred Placenciaand Bacolod City’s Jeffrey Sanchez winning First Runner-Up and Second Runner-Up, respectively. Completing the Top 6 are Cebu City’s John Paul Preston, Bukidnon’s William Goniaboand the only finalist from Luzon, Troy Cuizon of Cainta Rizal.

MANILA, Philippines - Morning classes at a public elementary school in Marikina City were cancelled after a woman circulated news that a bomb will go off inside the school's premises on Tuesday, June 25.

Marciana de Guzman, Nangka Elementary School principal, said a certain Mrs. Cruz told parents and guardians outside the school that a bomb is planted inside the building.

WE HAVE a dream.

We dream of a Philippines where citizens are educated and healthy; where they have adequate opportunities for decent and secure jobs, livelihood and business; and where their human rights and freedoms guaranteed by the Constitution are respected.

We dream of a government that will take good care of our hard-earned tax money and harness it for the public good, rather than squander it on corruption and inefficiency.

We dream of public infrastructure and services that work so that we need not suffer the constant indignity and aggravation of clogged drains and flooded streets, immobilizing road traffic, dilapidated airports, on-off electric service, ill-equipped public hospitals, and inadequate classrooms, chairs and textbooks for our children.

As citizens, we go about our daily grind, difficult as it is, and contribute to our collective dream by paying taxes and by exercising our right to vote every three years.

But there are also those among us who choose to act beyond giving passive trust to our elective and appointive officials in government. Among us are non-government organizations and concerned citizens who advocate for fiscal reforms, good industrial policy, responsible use of natural resources, accountability in public spending, the defense of human rights. Too, there are among our ranks labor unions that fight to improve labor laws and standards; business organizations that aspire for efficient government administration; women’s groups that fight for gender equity; church groups that work with communities for social justice; farmers groups that push for the effective implementation of land reform; migrant rights groups that work to accord dignity and protection to OFWs and their families; journalists who bring public policy issues to our attention; and students and health practitioners who advocate for better health and education policies.

For all of us to become more effective in our work and advocacies, however, we recognize and experience the need for information, records, documents and papers in the hands of government officials and agencies.

Indeed, the people’s right to information is the lifeblood of good and meaningful citizenship, and this can be made fully operational if the Constitutional guarantee is complemented by the passage of the Freedom of Information (FOI) Act.

Thus, despite our serial disappointment and failure to pass this measure in the face of the continued resistance among lawmakers and executive officials, our people’s campaign to pass the FOI Act will push on in the 16th Congress.

To demonstrate our people’s unwavering determination to win the passage of the FOI Act, we will be making use of the mechanism of “Indirect Initiative” for the people to propose a national legislation under Republic Act 6735 (The Initiative and Referendum Act).

Under this law, any duly accredited people’s organization may file a petition for indirect initiative with Congress. Section 11 of RA 6735 states: 

Section 11. Indirect Initiative. — Any duly accredited people’s organization, as defined by law, may file a petition for indirect initiative with the House of Representatives, and other legislative bodies. The petition shall contain a summary of the chief purposes and contents of the bill that the organization proposes to be enacted into law by the legislature.

The procedure to be followed on the initiative bill shall be the same as the enactment of any legislative measure before the House of Representatives except that the said initiative bill shall have precedence over the pending legislative measures on the committee. 

We call this the “People’s FOI Bill”. It embodies the broad level of consensus among the various stakeholders in both government and private sector who were consulted in the long legislative history of the proposed FOI law.

In this bill, we have taken into account the spirit and letter of the bicameral conference report of the 14th Congress, the proposed amendments by the Malacañang Study Group to address concerns expressed by President Aquino, and the further refinements introduced in the 15th Congress by the House Committee on Public Information Technical Working Group headed by former Deputy Speaker Lorenzo R. Tañada III, by the Senate Committee on Public Information headed by Senator Gregorio B. Honasan II, and by the Senate plenary (particularly in response to the interpellation by Senator Miriam Defensor Santiago) that approved the FOI bill up to its Third Reading.

Most importantly, this bill highlights substance and language that FOI advocates, forming the Right to Know. Right Now! Coalition,  have formed consensus on.

In summary, the People’s FOI Bill:

Clarifies the scope of accessible information by defining clearly the list of allowable exceptions, and removing the wide discretion in withholding or granting access;

Provides a uniform and speedy procedure for people’s access to information, including how requests are made, how requests are responded to, and what remedies are available in case of denial, and closing the loophole that allows administrative avoidance of access;

Enumerates specific acts violative of the right to information that constitute administrative or criminal offenses, to provide as both deterrent and mechanism for accountability for the observance of the right; and,

Introduces mechanisms to facilitate better citizen access to information, such as providing standards for record keeping and mandating the pro-active disclosure of classes of information imbued with high public interest.

We have a dream of many good parts: a nation of informed citizens fully engaged in the practice of our right to know; a government transparent and accountable not just in form or in words, but more so in substance and deeds; a Constitution binding in both theory and practice to all our lawmakers; a progressive and prosperous Philippines marked by both good governance and good citizenship.

Even as we are well aware that many politicians will work to thwart our dream and confine us to passive trust in government, we are determined to win and embrace the passage of the People’s FOI Bill as our collective statement of citizenship.

We know it will not be easy. We therefore invite all people’s organizations and concerned individuals to help us bring this FOI movement to success. We keep faith that sometime soon, our determined political action will enable us to finally win the People’s FOI Act in the 16th Congress.

SAN PEDRO, Laguna – For at least a week, Norvic Solidum, this town’s vice mayor, will sit as the local chief executive.

Solidum was sworn in as new mayor at 4 p.m. on Monday, June 24, by Josefina Castilla-Go, director of the Department of the Interior and Local Government (DILG) in Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon), after the removal order of Mayor Calixto Cataquiz was served.

Cataquiz was not in his office when the DILG executive posted the order on the office door.

By June 30, however, when the newly elected officials will assume their posts, Solidum will have to turn over the mayoral seat to Lourdes Cataquiz, the wife of the ousted mayor, who substituted for her disqualified husband in the mayoral race and went on to win the race.

In April, Cataquiz was ordered by Malacañang to step down following a Sept. 14, 2011, ruling of the Supreme Court that found him guilty of graft while he was general manager of the Laguna Lake Development Authority (LLDA) in 2001.

The high court imposed on him a penalty of disqualification from reemployment in government service based on a complaint filed by the workers’ union Concerned Employees of the LLDA. The election ban on appointments, however, delayed the serving of the removal order, although the same gave way to Cataquiz’s disqualification from running in the midterm polls.

Cataquiz, a member of Nacionalista Party, decided not to appeal his disqualification and instead fielded his wife, Lourdes, as substitute three days before Election Day. Lourdes won, beating Solidum, who also ran for mayor with the Liberal Party.

Solidum, in a phone interview, acknowledged that there was not much he could accomplish in a week’s time as a mayor, but said, “the point is to show the people that Cataquiz was removed because of corruption.”

“This is all about justice and the lesson here is not to steal from government coffers,” he said from the village hall of San Vicente where he took his oath.

Solidum is a former village captain of San Vicente before he became vice mayor.

Some 800 Cataquiz supporters have been camping out at the government building since Sunday night in an attempt to prevent Solidum from entering the building.
