RNO Tacloban City: Comelec proclaims Dominic Petilla as new Leyte governor

TACLOBAN CITY– Leopoldo Dominico “Dominic” Petilla was proclaimed by the Provincial Board of Canvassers as the new governor of Leyte. He ran unopposed.

The 48-year-old new governor was proclaimed at 10 p.m. Thursday by the board of canvassers, chaired by Leyte elections supervisor Richard Alvin Japzon, after the town of Calubian was able to transmit their result at 8:10 p.m.

Petilla garnered 394,243 votes while his vice governor, outgoing board member Carlo Loreto, obtained 315,528 votes.

The new governor of the province is the younger brother of former governor Carlos Jericho Petilla who is now the Secretary of the Department of Energy.

“I would like to focus on economy of the province to compliment the projects that my brother did during his term,” Petilla said when asked what would be his priority programs.

He added that if he focuses on development and improving more the economy of the province, this would mean better relationship with its neighboring local government units that include Tacloban City.

The Provincial Government has a hostile relationship with the government of Tacloban, a highly urbanized city (HUC), which is administratively independent from the former.

“Even if you are now an HUC, you still need the help of other local government units to compliment your economy; the city needs people from the province and the province needs Tacloban to grow. In that sense we both need each other to grow and both of us needs to grow,” Petilla said.

Mayor Alfred Romualdez said that he is hoping that the city and the province under a new governor would enjoy a good relationship.

Local power developers Energy Development Corp. and Alternergy Wind One Corp. secured from the Department of Energy last Friday the “declaration of commerciality” for their wind power projects in Luzon.

The certificates for the declaration and confirmation of commerciality was granted to EDC’s 87-megawatt wind farm in Burgos, Ilocos Norte, and for Alternergy’s 67.5-MW Pililla wind power project in Rizal, the two companies disclosed in separate statements.

“This milestone affirms our efforts to pursue and fast-track the project in order to be the first to achieve commercial operations by 2014,” said EDC president Richard B. Tantoco.

The $300-million Burgos wind project, EDC’s first foray into the wind energy sector, will be one of the biggest investments to date in Ilocos Norte. EDC broke ground for the project last April 19 after signing a contract with Vestas, the world’s leading wind turbine manufacturer, last March 1. The company targets to start commercial operations for the wind farm within the third quarter of 2014.

“We have the distinction of having over seven years of accurate wind data so we are absolutely certain of our site and the wind resource. With this, we are rapidly taking all necessary steps to increase the capacity of the Burgos wind project from 87 MW to 150 MW,” Tantoco added.

Vincent S. Perez, president of Alternergy and former energy secretary, said in a separate statement that the awarding was an “important milestone” as the company moved forward with the project.

“We are ready to commence construction of the Pililla wind farm. Our technical team has thoroughly laid down the site planning, logistics and engineering to deliver the wind farm in the most timely manner,” he said.

The wind farm project is being developed by Alternergy in partnership with Korea East West Power, a subsidiary of Korea Electric Power Co. (Kepco). The facility is expected to start commercial operations by early 2015.

By granting the certificate for the declaration of commerciality, the DOE is confirming the availability of adequate resources on site and the technical and commercial feasibility of the proposed wind farms.

The declarations will pre-qualify EDC and Alternergy for a chance to secure an allocation from the 760-megawatt installation target or the total capacity of renewable energy projects that will be allowed to be constructed within a three-year period.

Securing an allocation will make the wind power project eligible for the feed-in-tariff rate, a mechanism that will secure the developer of fixed cash flow over a 20-year period.

In the case of wind projects, only 200 MW of additional capacity will be allowed in the next three years at a FIT rate of P8.53 a kilowatt-hour (kWh).

According to Perez, the Pililla wind farm would involve the construction and installation of 27 wind turbines along the ridge of the mountainous Rizal province.

In an interview with “Rated K” host Korina Sanchez, Abigail Balanay and Czesar Resurrecccion revealed they are neighbors in Taytay, Rizal and were also classmates back in high school.

While they have known each other even before, Balanay and Resurrecccion said they did not expect that “It’s Showtime” will pave the way for them to develop their friendship.

News: Cavite prosecutor Emmanuel Velasco dies of heart attack

(Updated 12:59 p.m.)- Chief Prosecutor Emmanuel Velasco of the Cavite Prosecutor's Office passed away after suffering a heart attack Monday morning, May 20.

According to a report on GMA News TV's News To Go, Justice Secretary Leila De Lima confirmed the death of Velasco.

Velasco, a former journalist, chairs the Presidential Task Force Against Media Harassment and once handled the investigation on the disappearance of activist Jonas Burgos.

In a statement, De Lima described Velasco as one of the "standout members" of the National Prosecution Service.

"His reputation for being dedicated, to the point of being tenacious and stubborn, especially about his duties as a public servant, preceded him," she said.

De Lima said the prosecutor always had strong opinions "but he appeared to be the type who didn't let the unpopularity of a particular decision or action deter him from doing what he believed was right."

The Justice chief said Velasco welcomed her when she was appointed to the Department of Justice by President Benigno Aquino III in 2010.

"(His) strength of character undoubtedly served him well through the many challenges he faced as a public prosecutor and as head of the Provincial Prosecutor's Office in Cavite," she said.

De Lima said Velasco's death was a "great loss" to Cavite, the National Prosecution Service and the DOJ. Amanda Fernandez and Mark Merueñas/KG, GMA News

Sta. Rosa Laguna – Workers from the Coca Cola Sta. Rosa plant rejoiced over the victorious settlement they obtained after going on a 3-day strike. A victory march was likewise held at 7 o’clock in the morning on May 23 from the Coca Cola plant to Balibago Complex, which was attended by more than 200 workers and supporters.

News: In Sta. Rosa, Laguna, court orders Coca-Cola union to pay management at least P150,000; striking workers face dispersal

Coca Cola Bottlers Philippines, Inc. workers under the Unyon ng mga Manggagawang Driver, Forklift Operator, at Picker sa Coca Cola Sta Rosa-Independent (UMDFP-CCBPI-IND) launched their strike at the Coca Cola Sta. Rosa plant on May 21, around 4 o’clock in the morning.

Workers said their decisive move to launch their strike was their highest and last political resort to call for their rights to wages, benefits, tenure, and union.

As they set-up camps and picket lines outside the Coca Cola plant, workers called on consumers to support their strike, as they face severe working conditions in and out of the factory.

Coca Cola-Sta. Rosa management filed damages at the Regional Trial Court-Binan against the union yesterday, May 21.

The court immediately released a Temporary Restraining Order at 12 noon, giving the union 72 hours thereafter to lift and remove their picket lines. Otherwise, the management will be assisted by the Philippine National Police in forcefully removing the blockades.

A provision of the TRO orders the union to pay at least P150,000 in damages.

“Can you see how biased the government can be? As far as we can remember, we were the ones being robbed of our salaries, our duly guaranteed overtime pay, our right to form a union. It is very ironic to demand from us such amount of money. They know so well that based on how they treated us for 10 years or more, we do not have the capacity to pay for such thing. The order is total stupidity.”

MANILA, Philippines - A gunman shot dead a former village chief inside her  house in Antipolo City Tuesday night, May 21, police said.

Authorities identified the victim as Rina Gabuna Junio, 50, former Sta. Cruz barangay captain and one of the campaign leaders of losing Antipolo City mayoralty re-electionist Nilo Leyble.

Reports showed that Junio was watching TV inside her residence at Sitio Kamias, Brgy. Sta. Cruz, when the gunman shot her around 8 p.m.

The bullet hit her  in the head and exited her right eye, the report added.

The victim was rushed to the Antipolo District Hospital but doctors could no longer revive the former barangay official.

The suspect  fled  on a motorcycle, police said.

Alinsunod sa National Schools Maintenance Week, mas kilala sa tawag na Brigada Eskwela Week, si Gob. Ynares at sa tulong ng mga empleyado ng DepEd-Rizal, mga opisyales ng paaralan, mga komunidad at mga pribadong organisasyon ay sisimulan ang paglilinis ng mga silid-aralan sa buong probinsya. Mga walis at iba pang panglinis ang ipamamahagi sa nasabing aktibidad.

May kabuuang 321,289 na mag-aaral sa elementarya at high school mula sa DepEd-Rizal at 133,705 mag-aaral mula sa DepEd Antipolo ang nag-enroll sa taong ito.

Dahil sa mataas na resulta nang nage-enroll kada taon, sinabi ni Gob. Ynares na upang ma-decongest ang mga silid aralan sa mga pampublikong paaralan at makapagbigay nang maayos na sitwasyon ng pag-aaral sa mga estudyante, ang pamahalaang lalawigan ay agresibong ipinagpapatuloy ang pagtatayo ng mga paaralan at silid-aralan upang matugunan ang taunang problema sa kakulangan ng silid aralan.

Mula pa noong 2007, may karagdagang 209 na paaralan na may 962 na silid aralan ang naitayo sa probinsya.

Samantala, sinabi ni P/S Supt. Rolando Anduyan, Provincial Director of Rizal Police Provincial Office (RPPO) na magkakaroon ng karagdagang puwersa ng kapulisan na magbabantay sa mga paaralan upang mahadlangan ang anumang masamang gawain at mabantayan ang kapakanan ng mga guro at mag-aaral partikular sa pagsisimula ng klase.

“Sa ating ginagawang mga paghahanda at sa tulong ng mga organisasyon, nakasisiguro tayo na magiging maayos ang pagbubukas ng ating mga klase sa Rizal. Prayoridad rin natin ang kaligtasan ng ating mga guro at estudyante,: wika ni Anduyan. (Rizal Public Information Office)

MANILA, Philippines—A man facing charges of robbery with rape and double attempted homicide was killed Monday night in a shooting at a busy area in Antipolo City in which six others were wounded, one of them critically, police said.

Police reported witnesses as saying they heard the gunman telling Luvimen Agrabiador, 42, “Nakalaya ka na pala, mahina ba ebidensya (So you’re now free. Is the evidence weak)?” before firing his weapon successively.

Investigators said Agrabiador, who appeared to be the gunman’s sole target, died on the spot from several gunshot wounds in different parts of the body. His wife, Maria Lynn, 40, an ambulant tinapa vendor,  was shot in the chest and remains in critical condition in a hospital following the shooting, which took place on Sumulong Highway, in front of Super 8 Supermarket in Barangay Bagong Nayon in Cogeo at 7:30 p.m.

The other injured were identified as Mark Anthony Berendia, 26; Danilo del Rosario, 48; Robert Bongan, 51; Ara Jannyn Orte, 12; and Yovelyn Pulido, 27.

All six injured were described as “collateral damage” as they were hit by stray bullets from the suspect’s gun, Police Officer 2 Dennis Reboldela said, adding that most of them were pedestrians, including  Del Rosario, a barker at a nearby jeepney terminal.

Except for Maria Lynn, who remains in the intensive care unit of a hospital, the injured were set to be released from nearby hospitals after being treated for “minor” gunshot wounds in the lower part of their bodies, said Inspector Medardo Sumait, PCP 2 commander.

Initial police investigation showed that the assailant pulled out a gun upon seeing  Agrabiador, who was with his wife at that time.

Agrabiador, Sumait said, had been ordered released earlier this month by the City Prosecutor’s Office pending  preliminary investigation on a charge of robbery with rape.

The police official said the prosecutor did not find evidence strong enough to keep Agrabiador in detention for the duration of his trial.

Sumait said Agrabiador was also out on bail on a separate charge of double-attempted homicide. A hearing of this case was scheduled next month, Sumait said.

Sumait said the assailant  was heard telling Agrabiador before firing his gun: “Nakalaya ka na pala, mahina ba ebidensya (So you’re free now. Is the evidence weak)?”

He said the assailant walked away casually amid the commotion that ensued after the shooting.

Sumait said at least six empty shells from a .45-caliber  pistol were recovered from the scene.

Sumait said the authorities have established the identity of the assailant but he declined to release his name lest it hamper police operations.

He said that the motive was apparently a personal one based on the assailant’s own words.
Superintendent Manuel Placido, chief of the Antipolo police, said criminal charges were being readied against the suspect.

News: Bomb found in Lipa City, Batangas justice hall

BATANGAS CITY, Philippines — An improvised explosive rifle grenade was discovered in the Justice Hall of Lipa City, Tuesday afternoon, May 21, police said.

Superintendent Jacinto Malinao, Lipa City police chief, said that at 12:01 p.m., police received a call informing there was a bomb inside the toilet of the justice hall in Barangay (village) Marawoy.

Initial investigation showed that at 11:20 a.m., Abraham de Torres, a court process server, and Ariel Villanueva, a maintenance worker in the court, were about to use the toilet when they found a box inside a cubicle.

A team from the Explosive Ordnance Division, Fernando Airbase said it was an improvised rifle grenade. The team blasted it at a vacant lot near the justice hall.

Police have yet to identify suspects in the planting of the bomb.

News: SC upholds Comelec ruling, says Cavite City vice mayor didn't win in 2007 polls

The Supreme Court (SC) has upheld a Commission on Elections (Comelec) decision to unseat a vice mayor of Cavite City who was proclaimed winner in the May 2007 polls.

In a ruling signed by Clerk of Court Enriqueta Vidal, the high court sitting en banc dismissed the petition filed by Cavite City Vice Mayor Romeo Ramos for being moot and academic.

“The expiration by noon of June 30, 2010 of the term of office involved in the election protest was a supervening event that rendered the petition moot and academic,” the high tribunal said.

Ramos was proclaimed winner in the May 2007 mid-term elections but was later unseated through a resolution dated August 17, 2009 by the Comelec, which declared his rival Dhino Carlo Chua as the rightful winner in that year's polls.

The Comelec said Chua received 14,648 votes while Ramos obtained 14,100.

The poll body then ordered Ramos to stop acting as mayor and vacate his post. The Comelec invalidated almost 9,000 of the total 23,061 votes cast in favor of Ramos.

The ousted vice mayor however stood his ground and appealed the decision. In the end, the Comelec still denied his pleas, prompting him to run to the Supreme Court to ask it to strike down the Comelec ruling.

More than a week after Ramos' filing with the SC, the high tribunal issued a temporary restraining order that temporarily stopped the poll body from unseating Ramos and proclaiming Chua as the new vice mayor, pending the SC's ruling on the merits of the case.

With the SC's latest ruling however, Ramos is now officially unseated.

Ramos is the outgoing mayor of Cavite City. In the recently concluded local polls in his city, Ramos vied for re-election but was losig to Totie Paredes of Lakas based on a partial and unofficial tally.- VVP, GMA News

News: Jomalig, Quezon mayor remains unconscious after road accident

A Quezon province town mayor was injured after his vehicle figured in an accident with a passenger jeep in Tayabas town in Quezon Tuesday evening, May 21.

Jomalig town mayor Rodel Tena was rushed to a hospital in Lucena City after sustaining injuries in the face and body, radio dzBB's Peewee Bacuño reported.

Tena's wife and child, who were with the mayor in their vehicle, also suffered injuries, the report said. Tena was driving at the time of the accident, which occurred past 8 p.m.

The report said that as of 10 p.m., the mayor had yet to regain consciousness.

Also injured were the driver and some passengers of the jeep. They were brought to the Tayabas Community Hospital for treatment.

News: 5 hurt in bus-jeep accident in Tiaong, Quezon

At least five people were reported injured after figuring in an accident involving a passenger bus and a jeepney in Tiaong town in Quezon province Wednesday morning, May 22.

The Philippine National Police said the accident occurred along Maharlika Highway in Barangay Lusacan in Tiaong town and is under investigation.

In a post on its news site, the PNP identified the injured as:

Analyn Genodepa, 33
Hazel Genodepa, 13, student
Beverly Genodepa, 11, student
Erick Salazar, 33, farmer
Allan Gonzaga, 32, helper.

The five sustained injuries in the head and body, and were brought to Candelaria Municipal Hospital.

Investigation showed the Elavil Tours Phils Inc. bus accidentally hit the jeep, which was about to enter the highway from a diversion road.  — ELR, GMA News

News: Dasmarinas, Cavite homeowners’ president slain

DASMARIÑAS CITY, Cavite ­- A homeowners’ association president was killed last Monday night, May 20, while his barangay tanod (village watchman)-brother was seriously wounded after they were shot by a neighbor at Blessed Ville, Sampaloc II of this city, police said Tuesday, May 21.

The victims, one Soliman T. Laureles, 56, the association head, and brother Jay, 35, were shot by a certain Rolly Rañola, as they were pacifying the latter’s brother Romulo who was reportedly unruly in the area.

Soliman, who sustained gunshot wounds, died at Asia Medic Hospital, while Jay, who also suffered bullet wounds, was brought to De La Salle University Medical Center.

Barangay officials held Rolly, who was still holding his .45 cal. pistol, after the incident. Romulo fled.

Case investigators George Fajardo Jr. and Christopher Postrero said that Rolly pulled out his gun and shot the Laureles brothers as they were asking Romulo to stop creating a commotion in the area.

RNO Tacloban City: Organizers now preparing for Pintados Kasadyaan Festival of Festivals; soft opening on June 7

TACLOBAN CITY, Leyte, May 22 (PIA) -- Preparations are now underway for the Pintados Kasadyaan Festival of Festivals this coming June in time for the celebration of the feast of Señor Sto. Niño in the city.

Palo Mayor Remedios L. Petilla, who is also the chairperson of the Executive Committee of Pintados Kasadyaan Festival of Festivals, presided over the meeting Wednesday, May 22, at the SMED Center at the provincial capitol in Tacloban City.

Executive committee members and representatives of the Technical Working Group chaired by Antonio G. Cinco Jr., General and Technical Services chaired by Antonio Chan, Documentation, Postering and Streamers Committee chaired by Bob Abellanosa, Invitation and Publicity chaired by Evelia Q. Martin and PIA regional director Erlinda Olivia P. Tiu, among others, attended the meeting.

Each committee presented their assignments, proposals and activities for the approval of the committees.

The soft opening of the Pintados Kasadyaan Festival of Festivals is tentatively scheduled on June 7 where the Leyte idol winners will perform, including in the evening activities.

Other activities of the festival include a Hip-hop (Body moves) competition, acoustic band competition, choral competition, agriculture, trade, science and technology and tourism fair 2013, enchanting Palo, adlaw han kabataan, Department of Education (DepEd) ed night, Rap competition, Veronica Amor show, Sto. Niño exhibits, Search for Ms. Pintados 2013, Ginoong leyte, Bituon han Leyte, subirran regatta, triathlon, and the much-awaited Pintados-Kasadyaan Festival of Festivals Grand Parade.

Petilla hopes they will get the nod of the city government of Tacloban so they could hold a street dance parade of the contingents of Pintados Kasadyaan Festivals along the main streets of Tacloban City on June 27.

Bumagsak na ang ulan at katulad lamang ito 
noong mga nakaraang taon. Kaya’t anong saysay
ng paghihintay kung tiyak ang pagdating.
Huwag na nating banggitin ang tungkol sa pananatili
o pag-aabang, mas matibay na pag-usapan
ang paghahanda. Kanina, sa sikhay ng dighay ng kalye,
nangangapang tinalunton ng paa ang mga bakas mong iniluwa
ng ilang beses na pagparoo’t parito. Mayroon silang
mga basag na mukha. Ang ilan ay mata lamang,
mayroong basta bibig, o ilong, o isang pares ng tainga.
Walang kumpletong mukha.Tulad nila’y may naglalaho
sa aking loob. Kompesyon: may hinahanap akong hugis

THE Kilusang Magbubukid ng Pilipinas (KMP) and the claimants movement Coco Levy Funds Ibalik sa Amin (CLAIM) on Monday assailed Malacañang not only for trying to use money that doesn’t belong to it but also to “reward” provinces that backed its gubernatorial candidates in the May 13 elections.

KMP and CLAIM said the exclusion of two of the biggest coconut-producing provinces from the priority areas that would supposedly benefit from the coconut-levy funds “shows Malacanang’s sinister plan to use small coconut farmers’ money for political purposes.”

In a memorandum to agency heads dated April 25, the Department of Budget and Management (DBM) excluded the provinces of Quezon and Laguna and listed only 12 provinces on the “Integrated Coconut Industry and Poverty Reduction Road Map” as “priority areas for program convergence [tenurial reform, agricultural productivity programs, industry development, infrastructure development, social services and climate change adaptation and disaster risk reduction and mitigation measures] in the 2014 budget.”

“In spite of Quezon’s and Laguna’s small coconut farmers’ contribution to the coconut-levy funds, they were arbitrarily excluded by the Aquino administration from the priority provinces that will supposedly benefit from the coco-levy funds,” said KMP Deputy Secretary-General Willy Marbella.

For his part, Katipunan ng mga Samahang Magbubukid sa Timog Katagalugan (Kasama-TK) Spokesman Nestor Villanueva said “in 1975, the early years of the forced collection of the coco-levy funds from small coconut farmers, 481,750 hectares of lands or 21 percent of the country’s total area devoted to coconut is in Southern Tagalog.”

“In Quezon province alone, 204,000 coconut farmer-families are dependent on over 388,664 hectares of coco lands,” Villanueva added.

The 12 priority provinces listed on the DBM memorandum signed by Budget Secretary Florencio Abad are: Camarines Sur, Masbate, Eastern Samar, Northern Samar, Samar, Zamboanga del Norte, Davao Oriental, North Cotabato, Sarangani, Agusan del Sur, Surigao del Norte and Surigao del Sur.

“The list exposes Aquino’s ‘coconut industry road map’ is not meant to return the coco-levy funds to coconut farmers. The road map is nothing but a counter-insurgency measure and electoral fund seed banking operation for 2016,” Marbella said.

He noted as well that “majority of the provinces listed as priorities are hotbeds of insurgency.”

Marbella, also CLAIM national coordinator, said “the exclusion of ‘opposition provinces’ from the priority areas to be funded by the coco-levy funds shows Malacañang’s sinister plan to use small coconut farmers’ money for political purposes.”

He added that, “the exclusion also means that as early as April, the Aquino administration already conceded that Quezon and Laguna are bailiwicks of the opposition, particularly governors Jay-jay Suarez and ER Ejercito.”

“The Aquino administration and his coco-levy fund mafia are itching to use our money for graft-ridden programs like the controversial Conditional Cash Transfer [CCT] Program, the ‘Pantawid Pamilyang Pilipino Program [4Ps] and the bogus Comprehensive Agrarian Reform Program Extension with Reforms [CARPer],” Marbella added.

Kasama-TK’s Villanueva dared Suarez and Ejercito to back small coconut farmers in opposing Aquino’s coconut industry roadmap.

“Aquino’s road map for the coconut industry is a recipe for plunder. We challenge Suarez and Ejercito to link arms with small coconut farmers in opposing the Aquino administration’s plan to plunder the coco-levy funds,” the peasant leader said.

In a dialogue earlier this year between CLAIM and the Presidential Commission on Good Government (PCGG), the commission said the P56.5 billion from the 27 percent from San Miguel Corp. is deposited in escrow by the PCGG at the Bureau of Treasury.

The P13.5-billion dividend earning is with the United Coconut Planters Bank  deposited as a special deposit account and earning between 3.5 percent and 3.6-percent interest.

The KMP and CLAIM reiterated demands for the immediate cash distribution of the coco-levy funds “in the form of social benefits, including but not limited to, pension benefits, medical and hospitalization benefits, maternity benefits and educational assistance including scholarships, among others.”

“Cash distribution will be in the form of social benefits. This is not a dole-out and a far cry from the graft-ridden CCT program included in the NAPC roadmap,” Marbella said.

Both groups are also supporting the enactment of House Bill 3443 or the proposed Coconut Levy Funds Administration and Management Act filed by Party-list Rep. Rafael Mariano of Anakpawis which seeks to establish a council comprised of coconut farmers themselves.
